Dear Leith-Ross,

In continuation of my letter of the

25th July, I enclose for your information copy

of a letter which I have written to the Secretary,

Imperial Shipping Committee, on the subject of

Hong Kong harbour.

This seemed to me the best

way of opening the ball. I will keep you

informed of any further developments.
